About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

I intend to fly in and out of Beijing from Hong Kong .can I get the 144 hr visa ?

No, you cannot because itinerary Hong Kong - BJ - Hong Kong is a visit and not a transit. Anyway, you can fly Hong Kong - BJ - Macau and from Macau return to Hong Kong by bus or ferry.
