Can South African passport holders apply Chinese VISA in HK?

I am now helping a friend with this. He is from South Africa, but he is currently living outside of South Africa, and the closest place will be Hong Kong. Can he apply for China F visa in HK? It is his first time applying for Chinese VISA.
