Mohammed, as long as your entire transit within mainland China is shorter than 24 hours, you are fine. You have to know that the entire length of the transit starts with your first scheduled landing, in your case in Beijing, and ends at the time of your second scheduled departure, in your case from Chengdu. So, if your entire transit is shorter than 24 hours, you are eligible for 24 hours visa free transit.
You should know that you will have to exit the transit zone and literally make an entry in China in Beijing because you will arrive by international flight and transfer to a domestic one. You will probably have to collect your luggage because, as far as I know, Miat and Air China don't codeshare with each other. In this case, you will have to make new check-in already in Beijing. Now, since you have the following two flights by Air China it is possible that your luggage will be checked all the way until Kathmandu, but keep in mind that this might not be the case. You will know this detail only upon your check-in in Beijing. So, after your arrival in Chengdu, you will not have to much formal obligations because you will be already in China.
By the way, could you just provide your exact times of arrivals and departures because in case that you intend to arrive by Miat by morning hours flight, you will probably exceed your transit for more than 24 hours because, if I'm not wrong, there are more than 24 hours between the scheduled arrival of Miat flight from Ulaanbaatar and scheduled departure of Air China to Kathmandu.
