Yes, you are definitely allowed to apply and obtain VOA. Indeed, the most practical border crossing is Lo Wu / Luohu. You can easily reach Lo Wu by MTR East Rail line from the center of Hong Kong and after you successfully obtain your Shenzhen VOA at Luohu, you will just proceed from there by Shenzhen metro.
Shenzhen VOA is 5 days validity visa with limited geographical area, i.e. you are allowed to travel within Shenzhen Special Economic Zone. After you arrive at the visa issuing office at Luohu, you will wait for your turn and I would say that waiting and processing time should not be longer that 30 minutes. You will need valid passport, completed visa application form and recently taken passport photo. You can take a birth certificate of your son, if you have one. Of course, if you intend to stay for a couple of days, it is highly advisable to make an accommodation booking in advance and to have a confirmation of your booking in hard copy because you will be asked at the application form to produce the address in Shenzhen.
The price for UK citizens is 304 CNY, although it may vary. You can pay with your credit card, but it is also advisable to have the necessary amount in Chinese cash. You will easily obtain Chinese cash at some of many money changers in Hong Kong.
