Does Philippine passport holder are eligible for 12hrs transit visa in xiamen? Thanks

Yes they are. You can definitely use an itinerary that has 12 hours of layover in Xiamen. By the way, please, use correct terminology because this is not a transit visa, but 24 hours visa free transit, so there is no any kind of visa. Just to avoid any misunderstandings.
