The first and the most important detail is that you are eligible for 24 hour visa free transit and you do not need any kind of visa. In case if you do not plan to exit the airport and prefer to stay within the transit area (airside) of Chengdu airport, you do not have to perform any formality nor fill out any form. Basically, you will just walk from one to the other gate and you will not be a subject of immigration and customs inspections. You will just encounter a security check between the two gates.
If you plan to exit the airport here is what will you do upon your landing in Chengdu:
- You will fill out arrival card and you will tick the box - transit on it.
- You will perform fingerprinting at automatic fingerprinting machine.
- Approach 24/240 hour visa free transit where you will present your flight tickets and where you will apply for a temporary entry permit to be allowed to exit the airport. This is all free from any charge.
- When you have completed the first three steps, you will cross the immigration and to the city to enjoy your time on your own.
Here one very important detail... When you apply for a temporary entry permit you have to be aware that the issuing of one is not a passenger right, but more like a bonus and whether it will be granted or not depends solely on a decision of the immigration official on the day of your arrival. It is always granted on case by case basis. In other words, you can expect both outcomes with equal chances. If unsuccessful, you will just remain in the transit area (airside) and if successful, you will have an opportunity to shortly explore some parts of Chengdu.
Just to conclude, you can travel visa free via Chengdu and this is your right, but whether you will be allowed to exit the airport there is not your right, but it depends on the decision by the immigration official. I wish you to be successful and also a pleasant journey in both cases :)
