Can I go out for two hours?

I got ticket with 6 hr layover at Guangzhou with Indian passport.
will there be any fee for permit to go out to see china market or some nearby place. ?
can you please suggest me which place I can see with short layover of 6 hours ?
Do I need to carry my luggage ?
