About:24-Hour Visa-Free Transit

Israeli Passport transit through Kunming

I have an Israeli passport. I have a flight from Cebu to Moscow.
Including a 22 hour layover in Kunming airport.
Am I eligible for a 24 hour transit visa?
Am I allowed to leave the airport?

Hi, you are eligible for 24h visa free transit. I am not sure if you can leave the airport as it is up to the officer.
