Yes, you can. However, you have to be aware that the issuing of a temporary entry permit is not a passenger's right. A passenger's right is to travel through China on 24 hour visa free and to stay airside. However, Chinese authorities have decided to grant temporary entry permits to those with longer layovers and to those who have layovers during the night or to those who travel with small children. Usually the layovers shorter than 8 hours are not eligible. In your case, if you intend to take a tour, I strongly advise you to print out a confirmation of the tour and to have it at hand. Immediately upon your landing in Beijing, you will approach to transit counter (desk) where you will apply for a temporary entry permit and here you will present your tour booking confirmation. In this case, your temporary entry permit will be granted almost without any doubt. This application is absolutely free of any charge.
