Unfortunately, you are not allowed to do that because visa on arrival is a visa that has strict territorial validity for Special Economic Zone only. Guangzhou is not located within the mentioned zone. To be allowed to travel to Guangzhou, you need a prea-arranged Chinese visa. Of course, you could use 144 hours visa free transit for Guangdong province, but that requires that your first flight is to SZ or Guangzhou and after that to exit to Hong Kong from where you will depart by plane.
To summarize... You can do like this, but keep in mind that ALL the tickets have to be bough in advance and you would have zero flexibility with your travel plans.
- Take a flight to SZ or Guangzhou
- Apply for 144 hours visa free transit
- Travel within entire Guangdong province
- Take a train from Guangzhou to Hong Kong or a ferry from SZ to Hong Kong
- Take a flight from Hong Kong
