Difference from 144hr visa exemption from 72 hr visa exemption for an Italian

I am flying from Hong Kong to Beijing, stay 5 days in Beijing and then fly to Los Angeles. China consulate told me that I only apply for 72 house visa exemption, however I understand that I qualify for 144 visa exemption. Could you help me with the correct information
