About:24-Hour Visa-Free Transit

24hr Free Transit VISA at Guangzhou

I am transiting at Guangzhou ( 15 hours connection time), and flying from New Delhi to Singapore. I hold an Indian Passport and a Singapore VISA. Can I get the 24 hr free transit visa and do a sightseeing in Guangzhou
