About:24-Hour Visa-Free Transit

Kazakhstan Citizen in Beijing

We are flying from Houston, TX, USA to Beijing. Layover in Beijing is for 13 hours and on the way back is for 9 hours. I am a citizen of Kazakhstan (but a green card holder), but my husband is a United States citizen. We would like to go outside and visit a couple of places. Should I apply in advance? I just happened to notice that citizens of Kazakhstan are not on the list sometimes.

You are both definitely eligible for 24 hours visa free transit in Beijing. Of course, you can have additional layover in China, with the exception of Urumqi, but your entire transit time, between your first scheduled landing in China until your last scheduled departure from China should be less than 24 hours. Now, in my opinion, you have good chance to be allowed to exit the airport during your layover lasting 13 hours. You will apply for 24 hours free entry permit upon your landing in Beijing and you have very good chances to be allowed to exit the airport and to explore the city for few hours. Of course, you can apply for 24 hours free entry permit even during your 9 hour layover, but this one could be more questionable because usual length of layover to be allowed to exit is 8 hours, so you are very close... Anyway, if I were you, I would definitely try even with that layover. There are no negative consequences at all.
