In order to be allowed for 24 hours visa free transit in China, as a South African citizen, you are supposed to travel also to the third country, i.e. South Africa - Shenzhen - some other country (territory). I will assume that you just forgot to write this detail and that you will proceed from Shenzhen to, let's say, South Korea. If I am right, you are perfectly eligible for 24 hours visa free transit and you, in reality don't apply for anything because you will be just in transit that is perfectly eligible. Also, I assume that you are a bit confused with the possibility to exit the airport, aren't you? This is some other detail that, although is connected with 24 hours visa free transit is not the same thing. So, in order to be allowed to exit the airport, you will apply for 24 hours free entry permit and will enclose your flight tickets and also accommodation booking, both in hard copy and your chances to be granted this permit are quite good because a good part of your layover will be during the night hours.
