Can Indians visiting Mission Hills in Shenzhen/Dongguan for golf get VOA if coming from HK?

If not Indians, is it possible for other nationalities ? And what are the requirements for this ?
Is a similar thing possible for Hainan ? Thanks much

It appears that Chinese authorities have introduced the policy of eligibilty for Shenzhen VOA that is almost equal to that applied for 72/144 hours visa free transit as far es eligible countries are concerned:

24 Schengen Agreement Countries: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland

15 Other European Countries: Russia, the United Kingdom, Ireland, Cyprus, Bulgaria, Romania, Ukraine, Serbia, Croatia, Bosnia-Herzegovina, Montenegro, Macedonia (FYROM), Albania, Belarus, Monaco

6 American Countries: the United States, Canada, Brazil, Mexico, Argentina, Chile

2 Oceania Countries: Australia, New Zealand

6 Asian Countries: Korea, Japan, Singapore, Brunei, United Arab Emirates, Qatar

So, I would not recommend to Indian citizens wasting of time in trying to obtain Shenzhen VOA.

By the way, it is not possible to visit Dongguan and Mission Hills using Shenzhen VOA because Mission Hills as part of Dongguan is outside of Shenzhen Special Economic Zone.
