Urumqi abolished the practice of issuing entry permits on arrival two years ago. All passengers must get a visa if their layovers are more than 2 hours and/or the next destination is a domestic flight or if they had arrived from a domestic destination.

Christine, be warned that transit without visa in Urumqi is limited to just 2 hours from your scheduled arrival to your scheduled departure. Please, check your flight itinerary and see whether your layover is exactly or more than 2 hours because the difference is huge. In case that your layover in Urumqi is exactly 2 hours and that your entire journey within China is less than 24 hours, you are qualified for 24 hours visa free transit.

Thanks John Doe. Christine, you will need a Chinese visa for your itinerary. I really didn't know these details regarding visa requiring connections between international and domestic (and vice versa) flights in Urumqi.
