Visa for layover

I’m a Filipino citizen I have layover in a Shanghai for 12 hrs do I need visa to go out?

If your transit route is Country A - Shanghai - Country B, you can enjoy the 24-hour visa-free transit in Shanghai. You need to apply for a temporary stay permit upon arrival at the airport in Shanghai in order to get out.
