About:72-Hour Visa-Free Transit

Do i need visa or am i qualified to 24hrs visa free entry?

Iam a Filipino, Do i need visa if im travelling to new york, but air ticket is from manila to beijing then beijing to new york?

Your itinerary is fine and you don't need any kind of visa because you will be covered by 24 hours visa free transit. Anyway, you should keep in mind that your whole transit has to be less than 24 hours and only your schedule arrival and your scheduled departure to and from China are considered valid for that calculation.
