Debbie, if you travel to Shenzhen for tourism purpose, you need to apply for a tourist L type visa. Since Shenzhen now issues the 5-day visa on arrival, you don't have to apply for the L type before departure. It's fine to apply for the VOA.

British citizens can either get a 2-year tourist visa in UK or a 5-day Shenzhen-only visa on arrival at Lo Wu/Luohu border. The VOA is a good option only if you don't plan on visiting China for the next 2 years.

Visa fees are only posted at the VOA office, but based on data points a year ago it was 304 CNY, which is approximately £35.

Of course that's only for British citizens. If you have an Irish passport, then it's 168 CNY, which is £19.
