About:Visa on Arrival

Can you confirm that the VOA is available to USA passport holders arriving from Macau via Shekou?

There is conflicting information on different websites. Many websites say that this visa is not available to US citizens. How can we be sure?

There is no real way how to be sure about this. At the time being you can rely on relevant new confirming the eligibility of US citizens for Shenzhen visa. I would say that you will know this for sure at the very border checkpoint.
