Tourist can refund the Shanghai Transportation Card

I am a tourist. If the money is remained in the card, I can refund it with the deposit CNY20, or not? If yes, where? First, I bought it at Hongqiao Railway Station. Lastly, I will use it to go to the Shanghai Hongqiao International Airport T1.
