Chinese/HK visa in USA for non-US citizen

I'm a Vietnamese citizen who's currently studying in Pennsylvania. I would like to apply for a Chinese and Hong Kong visa, in the USA. Is that possible? What is the process I must take (type of visa/cost/where to apply)?

If you go there for tourism purpose, you need to provide copy of passport, the application form affixed with a passport-style photo, residence permit in there, proof of your financial support, transportation and accommodation arrangement, and your travel plan as well as others. Next, submit the application to the Chines embassy or consulate to apply for HK visit visa.
