Vietnamese passport holder transits in Shanghai for 10 hours but need to claim luggage

I want to take a flight from Tokyo to Shanghai, and then take another flight from Shanghai to USA (Detroit) (no other stop in China). I want to book 2 separate tickets and thus will need to claim luggage in Shanghai after landing and re-check luggage for the next flight to USA. Layover time is about 10 hours. What procedures should I follow to get the temporary entry permit to claim my luggage? Thx.

Fill an Arrival/Departure Card at the border inspection counter
Get the temporary entry permit stamp or sticker
