About:72-Hour Visa-Free Transit

Kuala Lumpur > Beijing > Vancouver

I have Argentinian and Italian passport and I need to book my ticket to Canada.
Option 1/
Kuala Lumpur> Beijing > Vancouver
17hs of layover in Beijing.
Option 2/
Kuala Lumpur > zhengzhou > Vancouver
15 hs or layover

I want to know if is possible go out of the airport with a visa on arrival or if I need to apply before.
And if is cost money or not.
