

Is a visa needed for one layover in PEK and a stopover in DLC, not planning to leave the airport?
I'm wondering if you could help me! My friend's Air China ticket looks like this: JFK-PEK-FUK. They'll fly from New York, a 4 hour layover in Beijing, then landing in Japan. There's a hidden stopover in Dalian for about an hour from PEK-FUK. They'll clear customs in PEK, but in Dalian, they still have to get off the plane. They won't go through security, but they'll just get right back on the plane. They do not wish to leave the airport.
Their return ticket is the same only in reverse. FUK-(DLC)PEK-JFK. I don't believe any visas are required in this situation, however everyone they talk to in New York say they do (the airline there, the consulate.. their reasoning is that port of entry and exit are different) and the airline in Japan confirms what I say. So basically I'd just like some clarification one way or another!
