About:24-Hour Visa-Free Transit

24h Transit Visa in Beijing Airport

My father who is US Permanent Resident and a Pakistani citizen is travelling with Air China and has a 20hr layover in Beijing. Can he benefit from the 24-hour free transit and see the city? I have booked the complementary transit hotel offered by Air China.
