Is transit or transfer visa needed at Beijing capital airport?

I am an Ethiopian citizen heading to Netherlands through Beijing capital terminal 3 and terminal 2. I bought the plane ticket from KLM company and told me that transit visa is required to stay for 14 hours at Beijing PEK.

Hi, you need to apply for a stay permit in the Beijing Airport but no visa is needed.
