About:Chinese Embassy in Japan

Hello! I’m an American who is hoping to get at least a one year multi entry tourist visa to China.

Would is be possible to apply in Japan? Also, how likely is it for them to accept this visa request if it is my first time going to China?

It is rather difficult for you to get it from there because temporary visitors in Japan are usually advised to make the application in their home country.
