20 Hour layout may i leave airport

i am coming from usa to india and will have 20 hour layover shanghai(china). May i leave airport to go shanghai city and come back to catch my flight. Do i need a transit visa for go to city. If yes how to apply it

If you mean leaving the airport, then it is up to the immigration officer and what "policy" they have in store that day.
