About:24-Hour Visa-Free Transit

24h twov after business trip.

I'm a Spanish citizen.
I'm going from Spain to China for work with a business m of one entry.
I'm going to stay in China from 16 March to the 12 of April. (Covered with the business m)
The 13 of April I'm going to Japan for holiday and I am coming back to China the 21st of April. The 22nd of April I have a flight from China to Spain.
Am I elegible for the 24h twov for this second visit?

My stay will be in Shanghai and flights are taken from Shanghai also.

Japan - Shanghai - Spain is fine for the 24h transit and you don't need a visa.

Leaving the airport without a visa for a layover under 24 hours is at the immigration officer's discretion.

But Can they decide even meeting the requirements to not let you leave under the 24h TWOV? How frequent is this to happen?

There are two separate things: TWOV and Temporary Entry Permit. You will be granted TWOV but the entry permit is at the discretion of immigration.
