About:24-Hour Visa-Free Transit

Can I get a free transit visa if I only have a stopover in Shanghai for 8-9 hours?

Basically, will they allow me into the city with this much time in between my flights.

Its up to Immigration discretion if you can leave the airport . Many reports of denials for that length of time so be prepared to spend 9 hours in the airport.
