About:240-Hour Visa-Free Transit

Can I get a 144 hour visa for Shanghai and a few days later get a 144 hour visa for Beijing?

Plan on traveling direct from the US to Shanghai, then to Hong Kong for a couple of days, then to Beijing, then to Japan
