Can I still apply for a Beijing 72 hour visa if I have a layover in Guangzhou?

I'm flying from NZ to Beijing then to London (I live in the US). The flight I booked has an hour layover in Guangzhou, then it arrives in Beijing.

Can I still apply for a 72 hour visa when I arrive in Beijing or am I disqualified because of the layover?
