z-visa for foreign national

I am a Hungarian national, currently looking for a job in China, planning to visit South-Korea in the first few weeks of March. Can I apply for a Z-type in Korea, and travel to China from there, or do I need to make a trip back home to sort out my visa?

As I know, if you don't have valid ARC card, it would be difficult for you to apply Chinese visa in South Korea.
