Why does a change of plane matter if I am not clearing immigration?
I am flying from Phnom Penh (Cambodia) to BJ with a 1.5 hour layover in Shanghai. I want to apply for the 144 hour transit visa on arrival in BJ as I will be going onward to a 3rd country (not Cambodia). If I am not clearing immigration in Shanghai then what does it matter in relation to the 144 hour transit visa?
