Where to obtain a 30-day free visa to visit Hainan while visiting Vietnam?

I have a return flight from Amsterdam to Ho Chi Minh City in Vietnam with a stop at Guangzhou. I want to travel also to the north of Vietnam and perhaps pay a visit to Hainan. I understand that I can get a 30-day free access. I fly with China Southern Airlines but booked for the trip at a Dutch travel agency and not a Chinese one. Who do I have to turn to to obtain the 30-day free-access?
