Are we eligible for 144 hours visa free policy

Two adults, me and my wife flying out from Auckland New Zealand and reaching Beijing via Air China flight on Mon 25th Feb. Have booked a local tour for 3 nights and 4 days with a set plan as per their itinerary, all in and around Beijing. We have a Air China flight out of Beijing on 28th Feb 2019 to Mumbai.

we are New Zealand citizens with New Zealand passports.

Are we eligible for the 144 hours visa free policy. And are there any fees to be paid for availing this facility.
