About:24-Hour Visa-Free Transit

Am I eligible to transit without a visa?

I hold an Israeli passport my route is TLV ->Milan -> Beijing -> Tokyo.
And i stay in the airport for less than 15 hours. am I eligible for the 24-hour visa-free transit?

Yes, you are definitely eligible for the 24h visa-free transit. But if you plan to leave the airport to have a brief city sightseeing, a temporary entry permit is required and it is not guaranteed you will get that permit. Anyway, if you just stay in the airport transit area, it's all fine.
