Can I apply student visa from Seoul

Hi all,
This is Mark, I’m an Indian passport holder. Currently in China, I have x2 which about to expire and I’m thinking to renew it from neighboring countries like South Korea so I can save money and visit Seoul as well. So I want to ask you guys can I apply Chinese student x2 from Seoul on tourist entry permit (Indian citizen) ? Is this possible or any other country like Macao? Or I have to go back home. If anyone have applied Chinese student x while on tourist entry permit then please give a reply. Thanking you all

You can try to do that at the exit and entry administration of the local PSB within China. If it can be done, you don't need to leave China for that. I'm afraid you cannot apply from South Korea if you don't have ARC card in there.
