Traveling from SFO to JAPAN, 18 hour lay over in Shanghai Pu Don. Do We need a visa?

Is entry permit needed to explore while we wait for out flight to japan?

You don't need visa as you can use free transit in there.

If you have hotel reservation, that would be possible.

We don’t have a hotel. It’s just an 18 hour lay over. That’s a lot of time to kill, so just curious if we may leave the airport, enter the city and return for our connecting flight to japan.

That's up to immigration although nearly all recent outcomes were not positive for those without hotel reservations. Exceptions are only made to those switching terminals or airports. You have to roll the dice if you decide to proceed without one.
