About:72-Hour Visa-Free Transit

Flight from Philippines to Los Angeles with 11 hrs layover in Shanghai

We have a Philippine passport but a permanent resident of U.S. Our flight is from Philippines to LA via China Airline with layover of 11 hours in Shanghai airport (PVG). We are planning to get a layover tour to visit the city of Shanghai. Do we still need a visa? Are we qualified for the 72-hour free Transit?

You are eligible for 24h twov in Shanghai. If you mean leaving the airport, then it is up to the immigration officer and what "policy" they have in store that day. Some reported that bringing a hotel reservation will help.
