About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Arriving at Hangzhou airport and leaving from Shanghai airport

2 questions:
1. Is it possible to get the 144 hours visa-free transit when I arrive at Hangzhou airport and take my flight out from Shanghai airport?
2. Can I take other flights in this regions, for example to Jiangsu, during the 144 hours visa-free transit?
