About:240-Hour Visa-Free Transit

Layover without leaving airport

I will be flying from Seoul --> Osaka (2hr layover) --> Beijing --> Seoul

I will not leave airport in Osaka (only connector). Would this count as transit visa?

Yes, your itinerary is definitely eligible for 240 hour visa free transit and you do not need a visa of any kind. It was necessary to introduce Japan (Osaka) in order to comply with the basic rule of 240 hour visa free transit and that clearly requires that the immediate points before and after mainland China have to be in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau).
