144 hour visa - Shenzhen ?

Hi - I read that from 01 Jan, Shenzhen was to be a port for the 144 hour free system. I can't find anything to say that this has definitely gone ahead as planned from 01 Jan, does anyone know if Shenzhen is now included for this visa ? Travel will be late February - from Darwin to Shenzhen to Taipei. Thank you!
