Visa on arrival for vietnamese Passport holders

I am a vietnamese passport holder and currently living in Switzerland with B Permit. Due to the unclear information from „consulate general of the people’s republic of china in Zurich“ website, I Was not able to apply hongkong entry permit 4 weeks in advance before I travel to Hongkong. As planned, I will visit Hongkong on 07.01.2019, while I still haven’t gotten my visa yet. Is it possible for my situation that I could obtain Hongkong voa? I already mailed via post my application from Switzerland to HKSAR Immigration Office since 13.12.2018 and still wait for their reply if it’s possible to get voa or not. :-(
