20 hours layover in Beijing

I am US permanent réident, holding Vietnam passport. Can I get free entry permit to explore the City at Beijing airport?

According to my experience, if you plan to take a flight from Country A to C and just transit at the Beijing airport of Country B, you are qualified for the 24-hour free transit and can apply for the visa exemption when you arrive at Beijing Capital International Airport.
