Business visa to Shnaghai - UK travel document

Hello everyone,

I am applying for a business M to Shanghai. I got an invitation letter from the inviter in Shanghai and all the required documents.
Once I went to the CVASC, they asked me to provide another invitation letter of "Duly authorised unit", and the problem is the legal representative of the inviter (who should sign it before applying for this invitation letter) has been hired in the company recently and his relevant documents is under processing. My question is: Can anyone else "rather than the legal representative" sign off this letter before send it to duly authorised unit?
