7 hour transit - can they refuse exit ?

HI I have a 7 hour stop over in Beijing planned for March with my wife and 2 kids. Planning on a whistle stop tour to the great wall. I have read that some passengers with short airport stop overs have been denied exit from the airport by officials. Is this common place do you know ?
Many Thanks
Dean

As I know, if you transit in Beijing airport, you can apply for a free temporary stay permit at the immigration office when you arrive at the airport. Afterwards, you can leave the airport to explore the city.
