As I know, Chinese passport holders need to apply for a Japanese visa to visit Japan, but if you take a cruise tour to visit Japan with Chinese passport, you may not need to apply for a visa. Visa-free entry is granted to foreign tourists who take the passenger ship designated by the Minister of Justice of Japan and make port calls in Japan for sightseeing purposes. What's more, passengers must return to the ship before the departure of the ship. I kindly suggest you contact your cruise company for details.
