Visa to Japan for chinese citizen

Does a chinese citizen with chinese passport need a visa traveling from Shanghai to Japan on a cruise ship for 7 days to different japan cities

As I know, Chinese passport holders need to apply for a Japanese visa to visit Japan, but if you take a cruise tour to visit Japan with Chinese passport, you may not need to apply for a visa. Visa-free entry is granted to foreign tourists who take the passenger ship designated by the Minister of Justice of Japan and make port calls in Japan for sightseeing purposes.
