About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Can I fly from USA > Shanghai > Hong Kong and stay for 144 hours in SH

And perform reverse return from Hong Kong > SH > USA ?

Also, I’m not clear when does the 144 hour clock start ?
